I don't understand their claim. Their argument is based on it being an election, but Secretary Miller in a LVRJ article the other day said a caucus is not an election. He said this in the context of who can take time work under Nevada law to vote in an election. Therefore if a worker can't take time off under the law to go vote because it isn't an election, then setting up At-large precincts should be okay under the law. Thus their argument fails to state a claim to be litigated.
